The decision is not about which format promises more wildlife. Both are weather-dependent boat activities. Choose based on your confidence with boat travel, hotel location, and how much of your Okinawa itinerary you are willing to commit.

It advertises several snorkeling stops and, from January 12 through March, may include whale watching. Confirm that the selected date and package retain that seasonal feature; weather or sea conditions can still cancel it.
Sea turtles, water clarity, a particular reef, and whale sightings are not guarantees. Let the crew choose the safe site for the conditions, and treat a reroute as proper operation rather than a failed booking.
